This week, we welcome New York attorney Bobbie Anne Cox to the Solari Report to discuss her valiant legal pushback against government overreach since 2020. Cox is also our Hero of the Week.
An attorney with 25 years’ experience, first at a large Manhattan law firm and then as head of her own firm, Cox specialized in real estate law, developing a deep understanding of property rights and infringements thereon. When the CDC, a public health agency, stepped outside its jurisdiction to declare a nationwide eviction moratorium in 2020, Cox’s property law expertise immediately allowed her to recognize the CDC orders as a real estate grab and attack on mom-and-pop landlords.
However, Cox has become most widely known for Borello v. Hochul, a lawsuit filed after New York’s Health Commissioner adopted an alarmingly unconstitutional regulation, “Isolation and Quarantine Procedures” (Rule 2.13) that allows the governor to “illegally lock people up at a whim” without due process. Representing State Senator George Borello and two Assemblymen, Cox sued Governor Kathy Hochul and the Department of Health and won, with the judge striking the rule down as “null, void, and unenforceable.” Unfortunately, Gov. Hochul has appealed, and Attorney Cox is now fighting the case in the Court of Appeals.
Although the quarantine lawsuit has been unfolding in the state of New York, it has major implications for all of us. New York is the center of the U.S. financial system and home to the New York Fed, the depository for the U.S. government. This quarantine regulation can be weaponized against any person or family of a person who refuses to help institute the control grid. If your assets are managed by people in New York, understand the powers this regulation gives to the state to control those assets as well as the state’s residents and their property.

An insidious version of this happening in California is being done now through law.
California established “CARE courts” in 2022. This allows anybody to refer a person they think is psychologically disturbed to a court and be forced to be examined by a court psychologist and then be put through a maze of mandatory court proceedings. A possible end result of a person not complying is that the court can order conservatorship – which takes away all rights. They have a bunch of PR claiming this is all “voluntary,” but they don’t say who it is voluntary for – hard to see a court subpoena as voluntary for people being dragged into it.

Then Prop 1, which recently passed, allows in its many pages for new locked mental facilities to be built in California. It seems fraud was likely being heavily used, as the decision is supposedly being made in all the mail-in ballots. It also pulls funding for local-level homeless programs and sends it to the state. They were pitching it as helping veterans. If you read the text of Prop 1, it doesn’t read as law but a lot of it reads as a McKinsey report and then a whole lot more of murky definitions with all kinds of language that makes for bad law. It also is 69 printed pages so nearly impossible for an average person to figure out.

We don’t need to wait for lawsuits, there are other remedies available. State constitutions in every state tell us things like this: Virginia Article 1 Section 3: Section 4

That government is, or ought to be, instituted for the common benefit, protection, and security of the people, nation, or community; of all the various modes and forms of government, that is best which is capable of producing the greatest degree of happiness and safety, and is most effectually secured against the danger of maladministration; and, whenever any government shall be found inadequate or contrary to these purposes, a majority of the community hath an indubitable, inalienable, and indefeasible right to reform, alter, or abolish it, in such manner as shall be judged most conducive to the public weal.[1]

I would suggest listening at minimum up to the 15 minute mark (that will be 10 minutes) but you will learn a TON between the 15 and 30 minute mark! Best 25 minutes learning about the law, I promise you!

Scratch that. It is public – Was from beginning.
This is a thought probably only clever to a layman, but I wonder if the issue of “standing” could be rendered moot by explaining to the judges that under this law, they themselves could be quarantined at any time so that even if someone with standing was ever able to bring a case, there could–legally–be no judges available to ever hear it.
If it was a movie scene, the actress playing Cox would bring in fuzzy, low-res, blown up to life-size photos of every health department director in NY state (taken from their websites) who would be legally empowered to quarantine those judges.
“Before you render your judgement, I want you to at least see the people to whom you would be submitting, to whom you would be relinquishing all your power.”
To drive home the point of their vulnerability, a few of the placards would only have, instead of a photo, a gray silhouette, with the words “photo unavailable.”
Even a bolshevik judge has an ego, and might balk at issuing a judgment that publicly confirms he/she is completely under the power of, and serves at the daily whim of, every local, appointed, pee-dab health department director.
I wonder if they voted with the Health department on the last round because they were threatened.
Catherine is absolutely right –these measures are ALL about grabbing anyone’s property, under any pretense. The government is totally lawless. They will, if not working on it already, get states to get on board. Some state legislators anywhere in the US are corrupt enough to see profit in these schemes.

Remarkable, chilling interview! Still scheming prayerfully about who I can get this to that can ring it as a clarion bell to awaken more to the reality of the threat.
Living in a destination state for people fleeing blue states, I’d always wondered if the purpose behind creating that diaspora into red states was to have us self-select into geographically convenient “ghettos” or concentrations of freedom-lovers, similar to what Jews were forced into by the Nazis, that eventually simplified the logistics of their demise.
But this interview offered a new thought:
Maybe the real purpose is to remove freedom-loving resistance from blue states, so that incredibly radical laws can be passed and approved by anti-constitutionally minded courts in a few, now “deep blue” states, and thus provide the legal precedents to wield against the rest of the country.
