A Story:
In 1989 Kemp gave a speech in Harlem and promised funding to Congressman Charles Rangel and his constituents for the Harlem Congressional District. He came back to HUD and I was ordered to implement. I started to do so. I got a call from the deputy head of one of the other departments. She said, "you are in real trouble with the folks at the Heritage Foundation." I said, don't know why. But why don't I have a dinner party, invite them over and I will hear them out and fix the problem if I can. So they all came over for a lovely dinner party. They said the problem was I was implementing Kemp's order. That everyone knew I was supposed to sabotage it so it never happened. I explained that I was following orders. They explained that the speech and promise was for the TV audience - so the white women in Westchester would think we cared about poor people and were doing our best to help them. But once you had the TV shot, you never spent money. Was not necessary to get the vote of the women in Westchester. The world is full of highly paid professionals who are profiled to win citizens and voters into psychopathy, evil and the self destruction of their tribe. IMO Sachs is one. These people relish their role - which affords them an endless parade of positions, commissions, honorariums, awards accompanied with elegant brunches graced by bottles of fine Chardonnay.
