IMHO this article cut and dices too small and avoids the bigger story.
While China may have vast* cash reserves, its easy to see how quickly those can become a liability (ie: Weimar type inflation caused by central banks, a large population to feed and govern) and disappear.
Compare this with the SWR of the MENA countries. They have small populations and leverage vast strategic power that cannot be subverted.
Regardless of how one views the situation, its easy to see the Gnomes of Broad Street have placed the US on the edge of rapidly becoming a 3rd world country. (Perhaps this was by evil design?) If this is the case, it is easy to deduct that other 280 million people will insure the residents of Westchester county have it as rough as them, as Americans will not willingly bear the yoke tyranny and injustice.
